A copy of this Request may be obtained from the Delaware Solid Waste Authority (DSWA) on or after 5/30/2010 at the Administrative Office located at 1128 S. Bradford Street, Dover, Delaware.
Pre-Bid Meeting: 6/9/2010 at 2:00 PM at Cherry Island Landfill
Sealed Bids, in quintuplicate (5), for Request for Bids for the Construction of the Phase I and II 24” Landfill Gas Header at the Cherry Island Landfill, will be received by the Delaware Solid Waste Authority (DSWA) at the DSWA’S Dover office, 1128 South Bradford Street, Dover, Delaware 19904, until 2:00 p.m., Thursday, June 24, 2010 at which time all Bids will be opened and read aloud. DSWA may extend the time and place for the opening for Bids by providing at least two (2) calendar days notice by, certified mail, fax, or email to any BIDDERS who have requested a Project Manual. If the Bid is sent by mail, or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate envelope plainly marked on the outside with the notation, “Bid Enclosed.” Bids delivered by telegraph, telecopier, facsimile, or e-mail shall be rejected.
This project is the Construction of the Phase I and II 24” Landfill Gas Header at the Cherry Island Landfill located at 1706 East 12th Street, Wilmington, Delaware 19809 and is owned and operated by the Delaware Solid Waste Authority (DSWA). Additional information regarding the project is contained in the Project Manual. The CONTRACTOR shall be responsible for furnishing all labor, materials, equipment, tools, and appurtenances required to complete all the Work as described in the Project Manual.
The Project Manual and Bidding Documents shall be available Wednesday, June 2, 2010 at DSWA’S Administrative Office located at 1128 South Bradford Street, Dover, Delaware 19904.
BIDDERS are responsible for ensuring that they have received the Project Manual and any addenda.
A non-mandatory Pre-bid Meeting has been scheduled for Wednesday, June 9, 2010 at 2:00 p.m. at the Cherry Island Landfill located at 1706 East 12th Street, Wilmington, Delaware 19809.
DSWA reserves the right to accept or reject any or all Bids which in its judgment is in the best interest of DSWA, and to waive any irregularities in the Bid or Bid process, and all BIDDERS are notified that such acceptance or rejection or waiver shall be without liability on the part of DSWA for any action brought against DSWA, any or all of its directors, or any DSWA officer or employee, brought by any BIDDER because of such acceptance or rejection or waiver, nor shall any BIDDER seek any recourse of any kind against such entity or individuals because of such acceptance or rejection or waiver. Every Bid prepared in response to this notice shall be prepared at the sole cost and expense of the BIDDER and shall be prepared by the BIDDER with the express understanding that any and all claims to reimbursement for the cost and expense of its preparation are waived. The submittal of a bid in response to this notice shall constitute an agreement of the BIDDER to all the provisions set forth in this notice.

No BIDDER may withdraw his Bid within ninety (90) days after the actual date of opening thereof, although the Project Manual may provide for a release of the Bid under some circumstances before the expiration of such period.
The Project Manual explains the process by which prospective BIDDERS may submit questions about the meaning or intent of the Project Manual.
