Pursuant to the provisions of 7 Delaware Code, Chapter 64, the Delaware Solid Waste Authority (DSWA) is seeking Proposals for Work under Contract Number A-09-616-NC as described in the Request for Proposals (RFP) which shall include the purchase of Landfill Gas (LFG) produced at the Cherry Island Landfill (CIL) for beneficial use and construction of a delivery pipeline between the current CIL pipeline and the receiving facility.
A copy of the RFP for Contract A-09-616-NC may be obtained at no cost from the DSWA-Dover Administrative Office, 1128 S. Bradford St., Dover, DE, 19904, on or after Tuesday, April 6, 2010. DSWA will not be responsible for full or partial sets, including any addenda, obtained from any sources other than stated above.
All Proposals in response to this RFP shall be submitted by Tuesday, May 25, 2010 at 2:00 p.m. at the address shown in this Notice.
All persons are advised that they must be duly licensed under Part III, Title 30, Delaware Code and register as foreign corporations, if appropriate, under Subchapter XV, Title 8, Delaware Code, and as otherwise required by law.
The DSWA reserves the right to accept or reject any or all Proposals which in its judgment is in the best interest of DSWA, and all PROPOSERS are notified that such acceptance or rejection shall be without liability on the part of DSWA for any action brought by any PROPOSER because of such acceptance or rejection. Likewise, DSWA reserves the right to waive any requirement of the RFP process without liability on the part of DSWA. Every Proposal prepared in response to this RFP shall be prepared at the sole cost and expense of the PROPOSER and shall be prepared by the PROPOSER with the express understanding that any and all claims to reimbursement for the cost and expense of its preparation are waived. The submittal of a Proposal in response to this Notice shall constitute acceptance of the PROPOSER to the provisions set forth in this paragraph.
Six (6) copies of all Proposals shall be submitted, sealed, marked, and addressed as follows:

The RFP explains the process by which prospective PROPOSERS may submit questions about the meaning or intent of the Request for Proposals.
