Title: Chief of Engineering and Technology
Reports to: Chief Operating Officer
Job Class: Exempt
Purpose: Develop, direct and coordinate the engineering technical programs of the Delaware Solid Waste Authority. Responsible for planning, evaluation, engineering design, and construction of solid waste facilities, including process technology and economic analysis; and statewide landfill gas permitting, operations and regulatory Compliance Responsible for environmental monitoring and compliance; computing and informatin technologies; and oversight of fleet and facility maintenance programs.
Duties:
  • Plans, develops, and directs the technical and certain operating programs of DSWA, including research projects.
  • Implements projects using project management control techniques.
  • Directs specific engineering studies.
  • Directs and manages computing and information technoligy functions
  • Identifies emerging information technologies to be assimilated, integrated and introduced within the organization.
  • Supervises and organizes training for all staff.
  • Provides quality control/quality assurance for all projects.
  • Coordinates implementation of the technical programs of DSWA with both the public and private sectors.
  • Negotiates contracts for DSWA.
  • Represents DSWA at legislative hearings and meetings, professional meetings, conferences, and acts as liaison with the private sector, community organizations, local, state and federal agencies.
  • Assists in the review and amendments to the State Solid Waste Management Plan.
  • Interacts with the Board of Directors and Board Committees.
  • Assists in the development of DSWA's budget.
  • Develops the Capital Improvement Program
  • Provides environmental monitoring services.
  • Provide technical support to all DSWA funcional groups.
  • Advises CEO and COO on technical issues.

TASKS:
  • Prepares budgets.
  • Researches and reviews technical programs.
  • Reviews engineering design for solid waste facilities to meet operational needs and regulatory compliance.
  • Uses statistical design and data analysis to conduct engineering studies.
  • Delegates technical programs.
  • Researches contracts for negotiations.
  • Supervision of engineering, technical and certain operating staff of DSWA
Qualifications:

Graduation from an accredited college or university with a Master's degree in civil, mechanical, or chemical engineering and ten (10) years of engineering experience including six (6) years in the area of solid waste management and at least five (5) years' experience in administration and supervision or equivalent combination of experience and education. Training, knowledge and experience of applicable software is required.

Must possess a valid Delaware Professional Engineer's License or obtain one during the probationary period and acquires specialty certification in solid waste within a two (2) year period.
